Require python-webob1.4 and patch issue #1423.
    
    This commit adjusts the Requires to bring in webob1.4 instead of
    webob, and conflicts webob. If webob is present on the system,
    fedmsg-hub will load it and Bodhi cannot prevent that from
    happening.
    
    Additionally, this commit applies a hotfix patch to work around
    upstream issue #1423:
