revert change to create a new subpackage "python3-certbot-tests" on EPEL 8
    
    I pushed the previous change by accident. Initially I experimented a bit
    with a separate subpackage so EPEL 8 users might not have to enable the
    PowerTools repo but in the end I concluded that the necessary changes are
    not worth the hassle.
    Also this would mean Fedora would have to carry extra patches and the Fedora
    version would deviate from upstream for little gain.
