Update to 16.06.1 (#1351186).
    
    Due to the recent Erlang 19 upgrade in Fedora, I was not able to
    test this commit as erlang-jiffy cannot be installed until it is
    rebuilt (#1361820). I wanted to commit the effort I had put into
    noting the new dependency versions. Once that issue is resolved, I
    plan to test this spec file and I'll make any needed changes then.
