90-default.preset: Enable rpm-ostree count me by default

This is a backport for F34 of:
059e64f 90-default.preset: Enable rpm-ostree count me by default

We need this backport to fully enable counting on IoT as the current
implementation (enabled when the rpm-ostreed service starts for the
first time each boot) does not work well in this case.

This is mostly a NOP for Silverblue (GNOME Software calls to rpm-ostree
to check for updates) and CoreOS (force enabled upstream).

    ----

This replaces the timer by a preset enable to enable counting for
    Silverblue and IoT.

This is only effectively enabled if rpm-ostree is installed by default
and the timer includes a startup contion to make sure the system is
    managed by rpm-ostree.

Both of those conditions are true only on rpm-ostree based variants
    (IoT, CoreOS, Silverblue).
