Add noarch sysroot subpackages
    
    Exclude the /sys-root/ tree in various places and prevent
    debuginfo extract and dependency generation.
    
    Forward-port of the feature from Fedora 35, with subsequent fixes:
    Add kernel header files, and do not use = in linker scripts.
