    - Apply jasper3 patch only on Rawhide
    
    This required cleaning up the GCC patch mess:
    * restore the Jasper-related hunk in the gcc11 patch,
    * apply gcc11 after qiodevice and before jasper3 (and also renumber it
      accordingly),
    * update the jasper3 patch to take the output of the gcc11 patch as
      input,
    * fix the inconsistent patch naming of the GCC 10 and 11 patches.
