    For RHEL, remove uninstallable sub-packages (#1982030 #1982031 #1982032)
    
    There are three plasma-nm sub-packages that are un-installable in RHEL, even with EPEL.

    This change removes those sub-packages when not building on Fedora.

    The %if statement was chosen to match the %if statements already in use in the spec file.
