This is here just to test https://pagure.io/fedora-ci/general/issue/20 - it will either get Python 3.7.3 (local repo not used) or 3.7.4rc1 (local repo used).
It got Python 3.7.3 . Leaving this open for now, so we can rerun this if fixed.
