Backport caps preference fix, disable portal usage
    
    The caps preference fix was meant to be in 46.1 but was left out
    of the tarball, it fixes frame rates on some cameras (notably
    the Logitech C920). Disabling the portal is intended to work
    around various problems we ran into while testing it, at least
    until these can be better investigated and fixed.
