Move the default config into sway-config- profile packages.
    
    Each config package will have it's own set of dependencies and the base
    sway package will always require one of the configs. This source package
    defines the `sway-config-upstream` and `sway-config-minimal` profiles,
    with `sway-config-fedora` being developed elsewhere as a separate
    project.
